Russell Holmes, the Center for Offshore Safety (COS) Senior Director, serves the U.S. offshore oil and gas industry by leading effective implementation of Safety and Environmental Management Systems (SEMS) to drive continual improvement in safe operations. Captain Holmes retired from the U.S. Coast Guard in 2020 after nearly three decades of service. Just prior to joining COS, Captain Holmes served as the Coast Guard’s senior point of contact for offshore safety, known as the Officer in Charge, Marine Inspection (OCMI), for the U.S. Gulf of Mexico. In this role, he oversaw all marine inspection and investigation activities that ultimately support SEMS. He has a Master of Science in Engineering in Naval Architecture and Marine Engineering and a Master of Engineering in Manufacturing from the University of Michigan and is a certified Project Management Professional (PMP).
